Turner County Development Authority Incentives

  • Land-The Turner County Development Authority is willing to discount or donate land in our 120 acre Industrial Park. Lots have been defined and are available from 1 to 50 acres, depending on prospects needs. The Industrial Park is approximately 1/2 mile from Interstate 75, just 84 miles north of the Florida border and two hours south of Atlanta! This incentive is negotiable based on number of jobs created and capital invested.
  • 100% Freeport Exemption- Turner County passed Freeport Exemption by referendum vote and by approval of a five person County Commission. Turner County is currently 100% Freeport Exempt in all classes.
  • Property Tax Discounts and Abatements-Based on number of jobs created, capital investments, and through negotiation, your project may be eligible for property tax discounts or abatement. Title to the property in question must be retained by the Development Authority. This is accomplished through a Lease Agreement. 
  • Bond Financing-Based on the credit worthiness of the prospect, the Turner County Development Authority has legal power to issue tax-exempt bonds for the financing of capital improvements such as land, buildings, and equipment. This would reduce the cost of financing and abate property taxes since the Development Authority would retain title to the property.
  • BEST- Georgia's Job Tax Credit-Businesses creating 10 for more jobs in Turner County may be eligible for a job creation state tax credit of $3000.00 per employee.
  • Quick Start-An Industry admired Georgia program to aid new industries and train their employees that is administered by Southern Regional Technical College. Under this program the state of Georgia pays for the screening, hiring, and training of employees
  • Fire Protection-An Enhanced 911 System provides Turner County with easy access to fire protection.
  • Electrical Power-Georgia Power Company and Irwin EMC distribute electrical power in Turner County. Specific application rates and services can be negotiated by contacting their local managers.
  • Water Capacity-The City of Ashburn's excess water capacity is 2,700,000 gallons per day average. Total capacity is 3.5 million gallons per day and water usage averages 800,000 gallons per day. Mains of 10" to 12" serve most of the Industrial area. Rates are negotiable.
  • Natural Gas-The City of Ashburn distributes natural gas to the industrial community with a 2" gas line. The City's system is fed by the South Georgia Natural Gas Company.
  • Sewer System-The City of Ashburn operates the new waste water mechanical treatment facility. This facility serves both residential and industrial customers. It is permitted for 1,160,000 gallons per day, giving Ashburn an excess of sewage capacity of 400,000 gallons per day. Sewer rates are negotiable as well.
  • Availability of Grant Programs- The state of Georgia offers many, grant, loan and assistance programs geared directly toward new job creation: EIP, EDA, Revolving Loan Funds, One Georgia, etc. For startup companies, expansions, and projections that involve job creation, funds may be applied for through the Turner County Development Authority for capital investments such as land, buildings, equipment and infrastructure.
  • Availability of Chamber of Commerce and Development Authority Offices- The Ashburn-Turner COunty Chamber of Commerce and Turner County Development Authority offices at 238 E College Ave, Ashburn, Georgia are available for job interviews, calls or any business related activity of a prospect or existing industry or business. The office space is provided free of charge.
